Neutrality must be structure, not a claim

Standards Council · Seats & Handover List

Those who set the standard (Standards Council), those who fund the work (Oversight Committee), and those who run it (Secretariat) must be three different groups of people. The moment any two overlap, neutrality collapses — this is the exact clause the charter uses to exclude ITAD disposers and exchanges, and it binds the initiator just as hard.

All 7 seats are currently vacant. That is the single most important fact on this page: charter v1.0 is meant to be revised by the first members who take those seats — not signed by them.

01 · Three-layer separation

LayerRoleVotingWhere the initiator sits
Spec Council Technical decisions: RFC review & voting, spec releases, dispute adjudication yes (7 seats) At most 1 seat, must recuse on own-interest matters
Steering Committee Stakeholders (supply / demand / finance / disposal) raise needs, ask questions, fund the work no The initiator sits here: may propose and fund, but no technical vote
Secretariat Registry ops, API, docs, community; executes council decisions no Initiator runs it (operational authority, not rule ownership)

02 · Seats (7, all vacant)

#SeatWhy it must existStatus
1 Cryptography / distributed-systems scholar phase 1 priority The source of technical credibility nobody can dispute. vacant
2 Standards & metadata practitioner phase 1 priority Hands-on ISO / IETF / W3C experience, to put CVIN on the standardization path. vacant
3 Compute supply side Data-center / cloud operators — the ones who write into the registry. vacant
4 Compute demand side AI training / inference buyers — the ones who query the resolver. vacant
5 Asset-finance side Insurance / lending / securitization — the people who put CVIN into contracts and policies. vacant
6 ITAD / secondary-market side Device disposal and residual-value appraisal — the last mile of the lifecycle. vacant
7 Public-interest seat phase 1 priority Open-standards bodies / academic libraries — proof to the world this is not an industry carve-up. vacant
